- What to do if a country does not stick to an agreement it has signed? In 2005, after lengthy negotiations, an agreement was concluded between Belgium and the Netherlands concerning the Western Scheldt. The river would be deepened so that the largest sea-faring vessels, too, could get to Antwerp and at the same time the natural world in the area would be restored. Nine years later the agreement has still not been honoured by the Dutch. For years now, an unprecedented battle of opinions and counter-opinions about the nature restoration project has been going on. What went wrong where?
